Say the lengths of the two pieces are x and y inches such that x > y. We have to get the value of x.

Let's take each statement one by one.

1) One of the pieces is 20 inches longer than the other piece.

x = y + 20. Insufficient.

2) The length of the shorter piece is 1/3 the length of the longer piece.

y = x/3. Insufficient.

(1) and (2) together

From x = y + 20 and y = x/3, we have x = x/3 + 20 => 2x/3 = 20 => x = 30 inches. Sufficient.

The correct answer: C

Hope this helps!
