We need to choos to assist. THis eliminates options A and B
In option D, which refers to working parents. BUt workin parent can't include paid maternity, etc.... SO eliminate it
Comparing C and E we see the difference is the usage to include and ,including. ,including is certainly preferable. ELiminates C
Hence OA=E !!
As far parallelism is concerned,
1)maternity || paternity
2)paid maternity and paternity leaves || financial allowances for families || subsidized public nurseries...

you are correct here, ,including is an exception and work as ,which, however, even ,which modifies either preceding NOUN or NOUN PHRASE, according to Ron's one post, almost always u check for NOUN PHRASE....so applying the same knowledge i think here, ,including is modifying programs to assist working parents which is correct.sameerballani wrote:However, i am not sure whether ,including is same as which? just to clarify, "paid" and "subsidized" are adjectives, not verbs, in this case. (they are "past participles", which function as adjectives.)
it's understandable if this is confusing, because the past-tense verb forms of these verbs are spelled the same way (paid/subsidized).
to illustrate the difference, here's an example in which the participle (= adjective-type form) and the verb are spelled differently:
verb root = give
participle = given
past-tense form = gave
here, "subsidized public nurseries" would correspond to "given information" --> you see how that works? "given" is not a verb; it's a participle that works as an adjective.
