Target question: What distance did Jane travel?

Statement 1: Bill traveled 40 miles in 40 minutes.
No info about Jane
Statement 1 is NOT SUFFICIENT

Statement 2: Jane traveled at the same average rate as Bill
We don't know Bill's speed (rate)
Statement 2 is NOT SUFFICIENT

Statements 1 and 2 combined
Statement 1 tells us that Bill traveled at a rate of 1 mile per minute
Statement 2 tells us that Jane also traveled at a rate of 1 mile per minute
Great - we know Jane's speed.
However, we have no idea of her travel TIME.

For example, if she traveled for 1 minute, then Jane traveled a distance of 1 mile
However, if she traveled for 10 minutes, then Jane traveled a distance of 10 miles
Since we cannot answer the target question with certainty, the combined statements are NOT SUFFICIENT
