1) The percentage of women voting for candidate X was twice the percentage of women voting against candidate X.
2) 3000 men voted for candidate X.
Statement 1:
(women for X) : (women against X) = 2:1.
Of every 3 women voters, 2 voted for X, while 1 voted against X.
In other words, 2/3 of women voters voted for X.
No way to determine the NUMBER of women who voted for X.
INSUFFICIENT.

Statement 2:
No info about women voters.
INSUFFICIENT.

Statements combined:
Case 1: male voters for X = 3000, male voters against X = 0, total female voters = 6000, for a total of 9000 voters
In this case, the number of women who voted for X = (2/3)(6000) = 4000.
Case 2: male voters for X = 3000, male voters against X = 3000, total female voters = 3000, for a total of 9000 voters
In this case, the number of women who voted for X = (2/3)(3000) = 2000.
Since the number of women who voted for X can be different values, INSUFFICIENT.

The correct answer is E.
