Let's take each statement one by one.

(1) Half of the girls in the class are holding a Popsicle.

No information about the boys. Insufficient.

(2) Half of the boys in the class are holding a Popsicle.

No information about the girls. Insufficient.

(1) and (2) together

Say there are x number of boys and y number of girls in the class.

Number of boys holding the Popsicles = x/2
Number of girls holding the Popsicles = y/2
Number of children holding the Popsicles = x/2 + y/2 = (x + y)/2

Percent of the children holding Popsicles = [{(x + y)/2} / (x + y)]*100% = 50%. Sufficient.

The correct answer: C

(2) One-third of the boys in the class are holding a Popsicle.
