The population in 2010 is (1.1)^2P and the difference between the populations in 2010 and in 1990 is (1.1)^2P - P = ((1.1)^2 - 1)P = (1.1+1)(1.1-1)P = 2.1*0.1P = 0.21P.
Therefore, the answer is E.

If the population in 1990 was P million, then the population in 2000 was P x 1.1 = 1.1P million, and the population in 2010 was 1.1P x 1.1 = 1.21P million. Therefore, the population in 2010 was 1.21P - P = 0.21P larger than the population in 1990.
