(2) Car Q, at an average speed of 100 kilometers per hour, completed the race 40 minutes before car P crossed the finish line.

From statement 1:
We can get average speed directly (speed = dist/time).
Sufficient.
From statement 2
Car Q will complete the race in 3 hrs and car P will complete in 3 hrs 40 minutes (speed = dist/time).
Sufficient
Hence D is the correct answer.
