The recycling of municipal solid waste is widely seen as an environmentally preferable alternative to the prevailing practices of incineration and of dumping in landfills. Recycling is profitable, as the recycling programs already in operation demonstrate. From option A, it would be seen that the writer's position is being strengthen that recycling id healthy for the environment and good as a business. Though, it is expressed in this option as a voluntary venture which means people could decide to either go into it or not. Clearly, not what we need. Therefore, it is INCORRECT.

Okay, let's proceed to option B, this is also a statement of fact which does not in any way contradict the position of the writer. Contrary opinion on why the advise wouldn't be totally suitable is what we desire from the options available. Absolute INCORRECT too.

In option C this could be what we have been searching for because it comes with a negative inference. Since the recycling programs currently in place have had it difficult in the marketing of their products, it would be advisable to concentrate first on the economic viability of the recycled materials. It is, however, the most CORRECT OPTION

The statement in option D is not consistent because the reason for the adoption of the method of recycling is in bid to reducing the environmental effects of incineration which causes pollution. Hence, it is INCORRECT
