Option A seems close to the answer but i will prefer Option D as the correct answer because it properly link the two parts of the sentence- the object (young people) and a description of the object ("the contempt ans risk..."). This is done with the combination of pronouns and conjunctions.
Option B is wrong because because a preposition is used in place of a conjunction.
Option C is wrong as the continuous tense of the verb "have" disagrees with the tense of the initial verb -"...Adam smith wrote..." which is clearly past.
Option E is equally wrong since "who are the ones to have " represents a future tense which again disagrees with the tense of the first verb which is past.
Therefore, with the explanation above, i can confidently say option D is the correct answer
