D is correct
" add to the strain on the country’s debt-ridden economy"
is consequencese of the first clause and can not be considered a parallel structure.
the whole key is.........
what is the subject for " adding to ..........economy"?

Thanks Chris for explanation.
One more questions...

option A
This option is in a passive statement.
An it better to choose an option in an active statement.
Option B.
This option is related to option A above. i.e the statement is in its passive form. We need to choose an option in an active form.
\Thus, this option is incoreect.
Option C.
This option looks correct but it does not follow proper parallelism, rearrangement of clause and words.
Thus, this option is not correct.
Option D.
This is the correct option. This option follows parallelism and it is in an active form. Also, the use of 'approximately' is in proximity to the amount '$50Billion'
Thus, this is the correct answer.
Optipon E.
Awkward construction.The option is incorrect.
