Hi AAPL,
Let's take a look at your question.
$$Radius=r=3$$
$$Height=h=10$$

We know that the surface area of right circular cylinder can be calculated using the formula:
$$=2\pi r\left(r+h\right)$$
$$=2\pi\left(3\right)\left(3+10\right)$$
$$=6\pi\left(13\right)$$
$$=78\pi$$

Therefore, Option D is correct.

Hope it helps.
I am available of you'd like any follow up.

The surface area of the cylinder is:

SA = 2Ï€r^2 + 2Ï€rh

SA = 2Ï€(3)^2 + 2Ï€ * 3 * 10

SA = 18Ï€ + 60Ï€ = 78Ï€

Answer: D
