Here, it is unclear what form is intended to be parallel with the portion in red.
If the red portion is intended to be parallel with the preceding whether-clause, the sentence would need to read as follows:
to report to the government whether they have the necessary reserves to pay the pension benefits earned by their employees and whether they have published the information in annual reports to shareholders.
Eliminate E.
C: benefits that was earned
Here, was earned (singular) does not agree with benefits (plural).
Eliminate C.
The correct answer is D.

In the OA, information that must be published serves to SUM UP the preceding clause (whether the companies have the necessary reserves).
