A provincial government has proposed an increase in the taxes imposed on cigarettes to give people an incentive to smoke less, or leave smoking altogether. However, skeptics point out that most people in the province live in areas where smoking starts as a medium to socialize with classmates in high school and later becomes a habit. Therefore, smoking habits cannot be greatly changed in response to higher cigarette prices.

In light of the skeptics' objection, which of the following, if true would most logically support the prediction that the government's plan will achieve its goal of reducing smoking?

A. The rise in cigarette prices will reduce socializing over cigarette and increase consumption of alcohol.
