B) million, a part of a deal that makes

What is a part of a deal? $950 million? Also, makes implies that either in the present or on an ongoing basis the deal makes it the largest. Using makes is not terrible, but will make is better.

D) million as a part of a deal to make

The company has not made a deal to make it the largest. It has made a deal to purchase, and the deal will make it the largest.

E) million as part of a deal that will make

This basically correctly conveys that purchasing the division is part of a deal that will make the company the largest, but I have to wonder what exactly is part of the deal. No noun is used that could specifically be considered part of the deal. Maybe we need something more there, something such as as part of completing a deal that Still this answer choice is better than any of the others.

Option B isn't the correct answer because you shouldn't put a pause after the word million.

I am not sure on option D and E, for me it seems the same and is giving the same thought.

There is a meaning difference between D and E.

D uses "to make" and thus expresses that the deal is a deal to make it the largest manufacturer. That description is not correct as the deal is not about becoming the largest manufacturer. The deal is to purchase the color printing division of the rival company for $950 million.

Becoming the largest manufacturer is simply a consequence of the deal.

Therefore, the best description is

as part of a deal that will make it the largest manufacturer
