I got this one right, but I still have doubt in this.
Doubt -- OptionC can eliminate because of parallelism . So can we also eliminate this option because of COMMA+with construction? If yes or no please explain.

I would agree, because C has the following structure:
The root systems of most flowering perennials either become too crowded, with the result of loss of vigor, or spreading too far outward, producing a bare center.
So,
The root systems of most flowering perennials either become too crowded or spreading too far outward
Hence, The root systems of most flowering perennials spreading too far outward
This is not correct. It should have been "spread":
The root systems of most flowering perennials spread too far outward
The root systems of most flowering perennials either become too crowded, with the result of loss of vigor, or spreading too far outward, producing a bare center.
So,
The root systems of most flowering perennials either become too crowded or spreading too far outward
Hence, The root systems of most flowering perennials spreading too far outward
This is not correct. It should have been "spread":
The root systems of most flowering perennials spread too far outward

Letter C isn't the correct answer because the progressive tense shouldn't be on spreading but in resulting which makes the statement correct. So the answer is letter D

Cause and effect: that means X happens first and then Y happens. In our question also crowding of root system results in____
That means crowding happens first.
But with the introduction of "comma + with" it conveys the meaning that :
the result of the loss of vigor and crowding happens together(Not one as a result of the other).
