I think this question is more about parallelism and how close we can keep subject and verb, and keep modifiers as far as we can so that Subject-verb pair remains close to each other.

But I am counting on the expert's opinion before getting judgemental.

This sentence tells us that there were two ways in which Islamic political militancy was manifested:

the rise of four groups, which are all listed
the victory of the Usuli "mujtahids"

So we have a four-item list (the groups) inside a two-item list (the rise of the groups and the victory of the Usuli "mujtahids".

When we have a list, it's a good idea to visualize the list items as an actual bulleted list. This can help us notice parallelism issues or issues of meaning.

Looking at answer choice A, we see that it uses the word "and" once, creating a single five-item list:

Manifestations ... were the rise of:
  • -the Wahhabis in Arabia
    -the Sanusi in Cyrenaica
    -the Fulani in Nigeria
    -the Mahdi in the Sudan
    -the victory of the Usuli "mujtahids"
"The rise of [group] in [place] makes perfect sense, but "the rise of the victory of the Usuli "mujtahids" ... doesn't. We need to pull this item out of the list of groups. Looking at the other answer choices, we see that B-D each use "and" only once, creating one five-item list - not what we want.

Only answer choice E separates "the victory of the Usuli "mujtahids" from our list of groups correctly by adding an additional "and" :

... Islamic political militancy was manifested
  • -in the rise of:
    • +the Wahhabis in Arabia
      +the Sanusi in Cyrenaica
      +the Fulani in Nigeria
      +the Mahdi in the Sudan
    -in the victory of the Usuli "mujtahids"
E is the correct answer.

The bracketed words in the blue portions are omitted but implied.
Since and must serve to connect parallel forms, the bracketed words in the red portions must also be implied.
The result is a nonsensical meaning:
[the rise of] the victory of the Usuli "mujtahids" in Shiite Iran and Iraq.
Eliminate A and C.

a manifestation = something that becomes visible.
to be shown = to be made visible.
B and D: Manifestations...were shown.
Conveyed meaning:
Things that became visible were made visible.
This meaning is redundant.
Eliminate B and D.

The correct answer is E.
