You are given x + y = 13. You are also given that AC is made up of x+y+y+x. If x + y = 13, then y + x also equals 13. 1 is sufficient.

Equation 2:
xy = 36

If x = then y =
2 18 = 36 length of AC would be 40
4 9 = 36 length of AC would be 26
....etc

The multiple values of x and y make it so that there it is impossible to get an accurate length for AC, as x could be 2 or 4 and y could be 18 or 9.

The answer is A
