Though I agree with the explanation the correct answer D sounds funny since Wednesday seems out of place in the sentence, is that an official mistake or is acceptable ?

Here, Wednesday serves as an adverb similar to yesterday or today:
The chief executive announced plans TODAY.
The chief executive announced plans YESTERDAY.
The chief executive announced plans WEDNESDAY.
In each case, the adverb in blue correctly serves to express WHEN the chief executive ANNOUNCED.
