Here, a reader could construe that and serves to connect the parallel clauses in red, as follows:
Scientists maintain, and feelings are products.
Not the intended meaning.
Eliminate A.
The intended meaning is expressed in the OA:
Scientists maintain that emotions evolved in the nervous system and THAT feelings are products of the conscious mind.
Here, it is crystal clear that and serves to connect the parallel that-clauses in blue.

B: Scientists maintain...that feelings...reflecting the interpretation of emotions
Here, feelings -- the subject of the that-clause in red -- lacks a verb.
Eliminate B.

PARALLEL FORMS should serve the SAME FUNCTION.
D and E: emotions evolved to help animals...and to procreate
Here, the parallel infinitives in red both seem to modify evolved, implying the following:
emotions evolved to procreate.
This meaning is nonsensical: emotions cannot procreate.
Eliminate D and E.

The correct answer is C.
