In response to rising fuel costs and environmental concerns, the state legislature is considering a three-part proposal intended to reduce fuel consumption without impeding travel within the state. First, the plan would provide rebates to taxpayers who purchase hybrid vehicles; second, it would use state funds to make city and county public transportation systems more affordable to commuters; and third, it would impose a 50-cent tax on each gallon of gasoline, the proceeds from which would be used primarily to fund hybrid car rebates and public transportation subsidies.

Which one of the following identifies a discrepancy in the proposal above ?

I have done many discrepancy or paradox question but haven't come across such question that asks to identify the discrepancy. The general question for paradox is "helps to resolve the apparent discrepancy"

This question asks to identify the discrepancy rather than to resolve or most helps to explain. The question is not tough but do such questions come in the GMAT exam?
