Parallelism

Hi, I was going through Parallelism topic.Can someone please explain to me,the usage of comma here:

WRONG: She argues that the agency acts with disregard for human life and property and reckless abandon and it should therefore be shut down.

RIGHT: She argues that the agency acts with reckless abandon and with disregard for human life and property, and that it should therefore be shut down

Why has comma been placed after property.

You need to identify the last of items here:

1st list: that the agency acts ... and that it should be ..
2nd list (list within): human life and property.
The comma is used after the sub list ends.
