"Under the new law, motorists can be pulled over and ticketed for not wearing their seat belts---even if no additional driving infraction has been committed" Inference is that since motorists under this new law can be pulled over for not wearing their seat belts, previously motorists could not be simply pulled over for not wearing their seatbelts.
