OA is B. However, for me, it will be the best if someone can substantiate why E is not the best

Here the conclusion is:
"much of the variation is due to unnecessary surgical procedures".

Option E doesn't actually strengthen this conclusion. It simply suggests that hysterectomies, prostatectomies, and tonsillectomies are representative of surgical procedures in general.

In my opinion E is the most logical one
