Hi Vareesh,
That GMAT is going to be a tough issue for you, as it is well below the median for some of the schools on your short-list. But since top MBA programs assess applicants holistically, it's just one of several things I'd want to see you work on. First, international exposure: your work and community engagements all seem to be India-centric; have you been to the US and visited the programs you're applying to? What criteria have gone into your selection process?

Second, the list of achievements you have here is very impressive, but focuses on processes and technology. Where is the leadership in your story? Where are the human beings? Management literally means "leading other human beings", and business schools tend to assess your fit with that perspective by reviewing what you have done so far to display what HBS calls a "habit of leadership." I'd want you to start focusing more on that when you present your own professional and community-service history, less about technology processes or solitary activities such as creative writing. Your goal is to deliver the image of a "joiner" who will be active in the life of the school community.

Now, to answer your key question, should you retake the GMAT? If you are applying to schools with a median GMAT of 690, yes, you need to retake it. But first, get some serious help. Work one-on-one with a GMAT specialist (not a one-size-fits-all or self-paced program), to find out whether your issue is knowledge or test-taking skills. If you have holes in your core knowledge, you might have trouble keeping up at the schools you're applying to unless you invest some time in ramping up; if it's test-taking skills, this can be easily assessed by a professional coach, and you can use targeting GMAT coaching to strengthen only what you need to strengthen.

To sum up: a lot of strong points here and a few issues as well, but since your GMAT is so far below the median for your target schools, taking a systematic approach to that should be your first priority.

Good luck!
