Plastic bag ban

Although the plastic bag ban in the city is yet to formally come into a effect, government agencies have stepped up their drive against it and also issued notices in some cases.

A) government agencies have stepped up their drive against it and also issued notices in some cases

B) government agencies stepped up their drive against it and also issued notices in some cases

C) government agencies have stepped up their drive against the ban and have also issued notices in some cases

D) government agencies are stepping up their drive against it, even issuing notices in some cases

E) government agencies have stepped up their drive against the use of plastic bags and also issued notices in some cases

OAE


I eliminated OA because I thought HAVE should be there after the AND so that it makes the parallel clause.

Have Stepped and Have issued

Experts, please put some light on this.

{B} : it goes to plastic bag ban, we need use of plastic bag; Verb Missing; INCORRECT
{C} : drive is against the use of plastic bags; INCORRECT
{D} : it goes to plastic bag ban, we need use of plastic bag; "even issuing notices in some cases" should have been part of sentence and not as a modifier; INCORRECT

If the second verb is omitted, then it doesn't create any issue in the structure.
