my concern: the proclaimed answer C does not seem correct to me
REASONING: the fact that "The Colon Free Zone lies at the Atlantic end of the Panama canal" HAS NO BEARING on the FACT that "it TRAILS Hongkong" . in fact,I feel that the CORRECT meaing will come out in the following: The Colon Free Zone IS the world's second-biggest re-export centre, TRAILING HONGKONG.

A COMMA + VERBing modifier must serve to express an action that happens AS PART OF the preceding action.
OA: lies at the Atlantic end of the Panama canal, trailing Hong Kong
Here, the COMMA + VERBing action (trailing Hong Kong) is UNRELATED to the preceding action (lies at the Atlantic end of the Panama Canal).
Thus, this usage of a COMMA + VERBing modifier is inappropriate.
