Please explain. Why isn't 1 correct?

1 is correct for x > 0. However, if x < 0, the answer would be -1. Therefore E is correct.

What would be the algabraic method to solve this question?

one algebric method i can think of is as follows

sqrt(x) = +x or -x
which can be represented in absolute terms as |x|
hence sqrt(x)/x= |x|/x
