The use of with in C makes that answer choice seem a bit off.
At the same time, I guess B is clearly incorrect. Notice this, which is what is created using choice B.

This seems to be conveying that our smartphones are impairing our working memory when our smartphones are doing something as fundamental as recalling a string of digits.
So B is clearly wrong, leaving bizarre, wordy answer choice C as the best one.
Not a great question.
