Rule 1 is an introductory clause. It always introduces the noun or noun phrase (a noun phrase is simply a group of words that are collectively a noun) immediately after the comma.

Rules 2 and 3 are too general to always be true.

It is more important to understand specific uses than to try to memorize rules - you will get lost if you memorize rules.
