I have doubt between C and E. And could you please let me know why E is wrong ?

E) changes the meaning of the sentence completely.


'every two people now has one mobile phone'

We are trying to show a relationship between the number of phones and the number of people. This almost conveys the meaning that 2 people own the same phone.
