The board recommended that additional funding for the completion of the town pool, which could be open as early as next year, should be obtained through private donations not through tax revenue.

A) that additional funding for the completion of the town pool, which could be open as early as next year, should be obtained through private donations not through tax revenue.
B) that additional funding for the town pool's completion, which could be open as early as next year, be obtained through private donations not through tax revenue.
C) that additional funding for the completion of the town pool, perhaps open as early as next year, be obtained through private donations not through tax revenue.
D) that additional funding for the completion of the town pool, which could be open as early as next year, be obtained through private donations not tax revenue.
E) that additional funding for the completion of the town pool, which could be open as early as next year, is obtained through private donations not through tax revenue.

my concern: in D is the construction "be obtained through private donations not tax revenue" oki?

Yup, that's fine. As long as the preposition precedes both nouns, you don't need to repeat it: for instance, "I wanted to go to London, not [to] New York!" or "I was supposed to work through the first book, not [through] the second one."

D is the option in which, which is correctly referring to Town Pool. B and C does not use the correct reference for "Which"
