Its hard to say what is the best strategy, because people will have different needs. For example, a non native English speaker with a strong math background will have different study requirements than a English teacher. Some general strategies that work for everyone are:
- Study consistently: once you have decided to take the GMAT, you should figure out a study schedule and stick to it. If you take a month off, you are likely to forget stuff which will largely set back your study. So only start when you know you will be able to study consistently until your test date.
- For SC and Quant- you will have to understand and memorize a lot of rules, so regardless of the way you learn them (course/tutor/book) it is important to take detailed notes and review them periodically.
-For RC and CR- you aren't really learning any new facts so much as learning how to take a test so make sure that you learn the basic strategies from a course, tutor or a book, then practice practice practice!
-Timed Practice: It is really important that you simulate the test experience as much as possible by taking full length practice CATs. This will help combat test day nerves and fatigue and ensure that you are prepared for the challenges of a computer adaptive test.

As BestGMATEliza noted, it's hard to say what the best strategy would look like. Every person has his/her own needs, and each person performs differently on the tests.
I would suggest taking a few simulation tests if you haven't already done so already. Do you see any common pitfalls? If so, focus on improving those sections. Also, do you find that you're spending too little or too much time on certain problems? Analyzing your performance trends and honing in on areas that need improvement is a great way to start.
