I narrowed down to B and C. But I ended up with wrong one.
Could you please explain me why C is not correct ?

Since you've narrowed it down to B and C, you should look to make sure that the Parallel phrases that are offered are COMPLETE phrases. With your answer choice, what's missing?

Option C Introduces additional of "it did". if these two words are missing then option C would have been correct right ?
i.e "as much relief on the victor's side as on the vanquished's. "

A logical difference between B and C is that sides cannot feel relief(C) feel relief but people can(B)
