Only B and C use so cold.. so reflective.
But C lacks 'is'
It should be : the temperatures are so cold and the ice cap is so reflective that
the usage of 'or else' also doesn't look good. It suggests as if only one of the two things can happen, which is not the case.
Although I am not sure about the usage of 'were it to do so', I still prefer B for the above reasons.
Hence, B

Aspirant you need to have "is so reflective" to be parallel with non-underlined portion "temperatures are so cold"
You need the "are so" and the "is so"
"Where it to do so" is a hypothetical that tells us that we are looking at what would happen if the ice cap was melting.
It is something like this - I can say "Your friends are unlikely to score 800 on the GMAT, however, were they to do so, they would each have an excellent chance of attending a top B-school."
