Country Y has experienced same climatic conditions but Production is rising there.
Which of the following, if true, would most weaken the argument above?
(A) Industrial production also is declining in Country X.

Out of scope.

Might be true - Keep it aside and check the other available answer choices.

Out of scope.
Only (D) seems possible among the rest , hence IMO (D) .
