In this question they are comparing women over the age of thirty to whom the babies are born with women under the age of thirty

Age of the women. Usage of it makes this clear. Try searching for an antecedent for it. Maybe then you can appreciate the sentence.

In this sentence, the word 'it' means 'the age of 30'. If we choose any other option apart from A, the meaning will distort to 'babies born / were under the age of 30', which is senseless.

A it is.
