This is an inference question so we must choose the answer that is 100% true based on the info provided in the passage. No new info can be brought in.

A. We don't have any such info. May be its the other way round. We have no such info to come to such conclusion
B. No such info.
C. We are talking in percent not quantity!
D. No such info.
E. Is the only answer we can say for sure. Fish - 4.5% and Poultry - 9% increase.

On my browser, I'm only seeing one corner of the picture. Not sure if it's just cause I'm in Chrome, since apparently other test-takers can read it, but if you'd like to transcribe the problem I'd be happy to take another look!

In 1980, 100% of the population 1980 ate 100% of the 1980 fish consumption, for a per-capita consumption of 100%/100% = 1. in 1989, 109% of the 1980 population ate 104.5% of the 1980 fish consumption, for a per-capita consumption of 104.5%/109% < 1. Thus, the math means (E) must be correct.
