I am wondering why them in choice C has an unclear reference?

Between C and E, E has a definite parallel structure

E - Laos has a land area ... but a population ...
I am wondering why them in choice C has an unclear reference?
I too have the same doubt... But, "whom" seems like the correct usage here.

Thats NOT the only reason to eliminate C. Choice C has redundant words like 'land area'.

but in Laos with a population of only four million people does not fit in the overall sentence and makes the meaning unclear.
