C -- have been enabled looks wrong to me,, ppl ur opinion??
D is in past tense..

A B - wrong comparison.

D - able to have maintained - awkward.

I opted C though.
But probably, 'by means of focus' is wordy and could have been replaced simply by 'by focusing'

Don't you guys think that E changes the meaning of the sentence-"small markets that have focused on personal attention and locally-produced foods have been able to maintain" which means only the small markets that have focused on personal attention and locally-produced foods have been able to maintain relatively high profits. Onthe other hand as per the question, all small markets have focussed on personal attention and and locally-produced foods.
You cannot discover new oceans unless you have the courage to loose sight of the shore.

The change is parallel....'In contrast to the large national grocery chains THAT HAVE sought to maxmize........' and 'small markets THAT HAVE focused on personal attention and ....'

C is wrong becuase it changes the meaning of the sentence by using "has enabled"
D is wrong because of modifier error.
this phrase "by focusing on personal attention...." should modify "small markets..."
As a rule -> non-adverbial modifier phrases should be closer to the nound the phrase modify
so correct sentence should be ->
small markets, by focusing on personal attention and....., are able to......
For eg,
Incorrect -> Nitin is happy, like all his relatives, to be on vaction
Correct -> Nitin, like all his relatives, is happy to be on vacation
OR
like all his relatives,Nitin is happy to be on vacation
"Like all his relatives" is the modifying phrase
D is wrong because of modifier error.
