Put 4 in the Thousand's place

Then the remaining 3 numbers can be arranged in 3! ways = 6
So there are 6numbers of 4xxxx which means a min value of 24,000

Similarly for 3 6x3 = 18000
For 2 = 12,000
For 1 = 6000

So a minimum value of 24+18+12+6 = 60,000

Remember that you still havent added the other numbers i.e. in the 4000 series you didnt add the value of 321 + 123+132+...

So your final answer has to be E 66,660

guys,

i found another way of solving it...

tell me if it is wrong, please

so
each combitation has 6 ways of starting with 1, 2, 3, 4
if we multiply and then add just thousands- 6*2, 6*1, 6*3, 6*4, we get in sum 60,

the D answer is 60000 but we know that it will be more than 60000 cause we just added the thousands and left hundreds tens etc
so it has to be E.
