Sentence Correction - GMAT Prep Test

Hi,

Just want to make sure that my reasoning is correct. "As the" is the correct answer because of the simple past verb attended (indicating a completed action in the past). "Attended" therefore makes "former" redundant since "attended" already indicates that he is no longer the chair of the planning board.

As the former
chair of the planning board for 18 consecuive years and a board member for 28 years, Joan Philkill attended more than 400 meetings and reviewed more than 700 rezoning applicaions.
