Though it seems confusing, pronouns refer to the intended noun in sentences with such parallel structures.
When ECS drafted the declaration that was adopted at the convention, she included in it X.
drafted || included
"she" refers to "ECS" and "it" refers to "declaration".

The intend of the original sentence is to say that AUTHOR INCLUDED A CALL WHEN SHE DRAFTED THE DECLARATION. smodak, the idea of pronoun ambiguity is a tricky one on the GMAT. Sometimes the GMAT tests the issue (as in #68 in the Verbal Supplement guide), but more often than not, they ignore the issue. If the meaning could truly go either way, it's ambiguity. For example:smodak wrote:Isn't there a pronoun problem in E? Does the pronoun "it" refer to the draft or the convention?
The dog was chewing on my shoe, so I put it in the other room.
I could put the dog or the shoe in the room, so there's genuine confusion.
In this case, it's pretty clear from a meaning perspective that "it" refers to the "declaration" and not "convention." It helps that "declaration" is the object, while "convention" is tucked away in a modifying prepositional phrase. So don't worry about pronoun ambiguity here.
