A line with a positive slope must pass through quadrants I and III.

A line with a negative slope must pass through quadrants II and IV.

Statement 1: slope = -1/6
Since its slope is negative, line k must pass through quadrant II.
SUFFICIENT.

Statement 2: y-intercept = -6
If its slope is negative, line k must pass through quadrant II.
If its slope is positive, line k will not pass through quadrant II:

INSUFFICIENT.

The correct answer is A.
