At a certain university, if 50 percent
of the people who inquire about
admission policies actually submit
applications for admission, what
percent of those who submit
applications for admission enroll in
classes at the university?
(1) Fifteen percent of those who
submit applications for admission
are accepted at the university.
(2) Eighty percent of those who are
accepted send a deposit to the
university.

This question doesn't look like a real GMAT question. The language is not so confusing in a GMAT question. What's the source?

I don't think that the problem with this question is that the language is confusing; rather, neither statement is relevant to the question, so we can very quickly say that the answer is (E).

The question asks what % of students who apply actually enrol. Neither (1) nor (2) mentions enrolment, so there's no way that either could be sufficient (and together we still don't have any info about enrolment).

The language is confusing because there can be a case when the student who makes a deposit but might not enroll or if the student is accepted, he might not enroll.

You're 100% correct about the interpretation, but not about the confusion. We don't know how deposits and acceptances relate to enrolments, which is why the statements, even combined, are insufficient.
