Is it C?
the question specifically says inferred by developers of the product.

what is the ans?

A is not something which the developers can infer.
B is opposite
D,E are not mentioned

C

First off, I'm not sure who wrote this problem, but it's not very clear, and doesn't seem to be worded well enough to be an official GMAT problem.

A: There is no reason to believe that they currently have enough money. The only mention is that maybe they should cut it short and then in a few years start development on a new project.
B: It's seems to be the opposite.
C: We don't know about how many developers, but the question says "not necessarily." We do know that it has cost more than the other applications so it's something we can infer
D/E: What? No.

this question is similar to a reading comp question. I agree C. but it take a lot of time to do this.
