Consider vs Regard

Hi, i have this doubt and looking for some clarification.
which of the following statements are right and why?

I consider Phelps the best swimmer in the world.
vs
I regard Phelps as the best swimmer in the world.

Appreciate your help here.

Both are correct and both mean the same thing.

Correct Idioms: Consider X Y ('consider x as y' is incorrect)
Regard X as Y.
