Is the hundredths digit of the decimal d greater than 5?
(1) the tenths digits of 10d is 7
(2) the thousandths digit of d/10 is 7

10th's digit of 10d is nothing but hundredths digit of d, which is 7
thousandths digit of d/10 is nothing but hundredths digit of d, which is 7

the concept that is tested is
(1) If you multiply a decimal by 10, digits after the . will shift towards the left for each multiplication by 10
(2) If you divide by 10, digits after the . will shift towards the right for each division by 10
