S1 is not sufficient as 1.0004 when rounded off to nearest 1000th gives 1.000
S2 is sufficient as 0.9 to 1.4 when rounded to nearest tenth gives 1 and it is given that if the number is rounded to its nearest tenth it gives the number itself. In this case it is 1.0.
