The original sentence has multiple errors -- needs a singular verb,
uses an incorrect idiom "rate that"

B has too many sentence fragments and has the same verb error

C "as seen in rings" incorrectly modifies sunspot cycles while it should
be referring to tree

D has too many fragments and uses an incorrect verb "believed"

E is correct. The last phrase correctly modifies trees.

The correct answer is E.
'The rate at which trees grow' is singular.
I have started to realize that I am the one!!!
