Premises

one more vote for A :)

premise-jobs are created either by existing companies, or by new ones.
then new premises are given about the situation with jobs in existing and new companies.
conclusion-so clearly, (the word clearly points out, that this sentence is a conclusion) the number of new jobs this year will be fewer than it was last year.
